Our founding roots
Arbo leadership’s shared values and a strong belief in American energy independence was shaped by their service in conflicts and regions where access to natural resources is an ongoing geopolitical challenge.
As an entrepreneurial energy regulatory attorney, our Founder, Chip, believed bet-the-company decisions should harness emerging technologies and a new approach. He joined forces with some fellow Navy veterans, including our COO, Craig, to bring a military intelligence approach to the commercial intelligence needs of customers.

Our track record
Arbo helped propel the previous industry transition from coal to gas by providing data and engineering software that predicted regulatory milestones and roadblocks for billion dollar pipeline projects. Today, Arbonauts are fired up to be helping the industry’s best companies anticipate and interpret regulatory, judicial, and policy events that impact the investment, development, and utilization of energy infrastructure.

Chip Moldenhauer

Chip Moldenhauer
As a practicing energy regulatory attorney, Chip believed more data could be harnessed to inform complex and costly critical infrastructure operations. Following in the footsteps of an entrepreneurial family and capitalizing on character traits he honed as a naval officer, Chip started Arbo (fka LawIQ. Inc)—a leading provider of energy industry regulatory, legal, and market analytics software and advisory services.

Craig Heilman

Craig Heilman
Craig is a proven multi-sector general manager skilled in process improvement, B2B marketing, channel strategies and talent management. His experience includes leading advanced materials market segments for a leading petrochemical company, serving with distinction as a naval flight officer, scaling a large federal program to support military veteran entrepreneurs, and marketing equity investments for a leading brokerage firm. Craig has an MBA from the University of Virginia and a B.S. in Finance from Salisbury University.

Ramiro leads product development operations at Arbo. He brings more than twenty years of experience in the software industry across different roles in IT, operations and software development. Ramiro studied systems engineering and has a B.S. in computer science.

Zach Osborne

Zach is Arbo’s lead data engineer and has been responsible for the design and implementation of all data acquisition systems. In his mission to deliver accurate high-quality data, Zach has worked to enable the optimal extraction, transformation, and loading of data through the application of complex software infrastructures. He holds a B.S. in Computer Science from Pennsylvania State University Erie.

Carey Perlozzo

Carey Perlozzo
Carey leads the marketing of Arbo’s products and services and is accountable for the overall customer experience, especially timely delivery and high quality standards. Prior to joining Arbo in 2020, Carey has managed projects and contributed to strategic brand work at large enterprises including Ogilvy and Marriott. Her diligent pursuit of oil and gas industry knowledge and Arbo customer relationships have enabled a keen understanding of the natural gas value chain and pipeline company operations. Carey graduated magna cum laude from the University of Maryland with a Bachelor of Arts in Communication and Social Influence.

Tom is a thought leader on infrastructure permitting and an expert in environmental and energy law and policy. His unique perspective is informed by 12 years of federal experience, most recently as Director for Permitting Excellence at the Federal Permitting Improvement Steering Council (FPISC), and by positions at the White House Council on Environmental Quality (CEQ) including Deputy Director for NEPA, attorney in the Office of the General Council, and Senior Advisor for Infrastructure. Tom also worked for 9 years as an attorney at FERC specializing in natural gas pipeline certificates and hydropower licenses. He graduated with a Certificate in Environmental Law from the Tulane University Law School and enjoys teaching law classes focused on NEPA and permitting reform.

Reilly brings extensive skills in data science and analytics—as well as her broad knowledge of computer programming and statistics—to the ArboIQ offering. She specializes in utilizing visualizations to make data more easily understood across the organization. Reilly enjoys working with unique datasets across sectors of the energy industry for predictive modeling. She has dual undergraduate degrees in Computer Science and Statistics from The University of Virginia and a MS in Data Science from The University of Virginia.
I’m most excited right now by analyzing trends in power demand and generation mix changes — which cut across policy, infrastructure, and economics. Understanding how they intersect with permitting constraints is exactly the kind of systems-thinking I enjoy and right up my alley as a former FERC-er.

Leveraging a leading edge cloud-based data acquisition engine, Arbo delivers intelligence via web-based applications, API integrations, and customizable platform-driven alerting. Analytical services in the form of responsive analyses and traditionally scoped consulting projects are provided by the ArboIQ line of business.
Does Arbo only analyze regulatory and legal data?
Nope! We provide software and analytics to the energy marketing, transportation and trading industries used for decision analysis, business automation, project development, and regulatory affairs management.
